Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the presentation of a new 28-point plan for ending the war appeared – temporarily – to have been contained. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of opposing developments captured the bleak nature of the outgoing year. By day, political struggles are waged: positive announcements are delivered from various governments. Considerable effort is expended on managing particular approaches. By night, Russian leadership brutally reminds the world that, for them, war remains the primary tool for achieving "peace".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor rocket firings from enemy soil, a capability afforded by current data. From vantage locations, defense planes that had been deployed to counter approaching cruise missiles flew past – advanced fighter aircraft supplied to Ukraine by NATO members.
Shortly after, Kyiv's air-defence systems thundered: several firings targeted at a hostile projectile. This was a modern interception technology at work, most likely delivered by partner states. Every launch creates sudden vibrations, causing tremors. The brief panic quickly becomes sober acceptance: maybe the approaching threat won't hit its mark this time, protecting urban areas from devastation and additional electricity failures.
Continuous Dangers
Soon after, a automatic firearm opened up on a unmanned aircraft close by, part of a mobile-fire group – probably imported technology. Unfortunately, the shots failed to hit the opposing UAV – it pressed on overhead toward its destination.
Intermittently, this persisted until dawn. Kyiv faced the early updates: seven people killed, destruction and utility failures in many homes as a result of the evening attack. As customarily, everyone still continued their routines – living the war. But those 24 hours demonstrated Ukraine's essential dependence on external assistance – a dependence that regional partners are clearly incapable to fill in the short term.
Ineffective Peace Efforts
The detailed framework from Washington provoked deep reactions, discussion and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.
Every new approach from Washington follows the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, persist.
Strategic Calculations
It is tempting to accuse particular leaders of repeatedly advocating Russian terms. But that does not seem to be the whole story. Washington works based on a principle well known to experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The US administration believes that it is impossible to compel Moscow to abandon the land that it presently holds in Ukraine's southern or eastern regions.
The problem is that while recognising this factual reality, Washington does nothing to prevent Kremlin actions, through words or deeds, from assuming that the status quo will not change more in its benefit in the coming year.
Divergent Views
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their motivation to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's government remains completely certain in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing people and territory but averting a complete military breakdown until circumstances change in its advantage.
Existing Situation
Objectively, there are no real preconditions for a ceasefire. Now, individual motivations are entering the equation: personal goals to mediate resolution and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unacceptable, so that their attention does not shift toward homefront challenges. And although their task will now be considerably more difficult after current events, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a just a single week to eliminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, recent disclosures, all did their job.
While new initiatives based on previous concepts are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to change the course of events, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, primarily depend on sustained allied backing.
